What still leaves the region

Calls on US numbers. A call on a US number is hosted in the United States in the inbound direction, whichever region your workspace is in.
Carrier processing after the handoff. We hand calls to carriers at European sites and measure where the media goes, but we make no claim about where a carrier processes a call after that handoff.
